PERMIT parking is set to be introduced at housing estates in Winchester to deter commuters and students.

Winchester City Council wants to set restrictions on roads at both sheltered and family accommodation, including in Stanmore, Winnall and the city centre.

The council’s cabinet housing committee was set to hear recommendations to bring parking enforcement to 16 locations this afternoon after the Chronicle went to press.

Approval would see restrictions between 9am and 5pm, Monday to Friday, through an traffic management order.

The council say the absence of parking enforcement on most of its housing estates is widely known among non-resident users, who “take advantage of the convenient and freely available parking”.

The report says that this is a particular problem in central Winchester, where commuters and students see it as an “attractive alternative to paid parking”. As a result, resident and non-residents resort to parking in non-designated areas.

Residents at the estates are set to be consulted on the proposals, which would include estate-specific housing permits.

The locations include Valley Court, Lent Hill Court, Woolford Close, Thurmond Crescent and Lisle Court in Stanmore.

In the city centre: Fulflood Court, Albert Court, St Johns Street, Mildmay Court, Richard Moss House, Danemark Court, Matilda Place and Hyde Gate.

Winnall Flats is also included, plus Penton Place, Test House and Meon House on Milland Road in Highcliffe.

Winnall residents are also being consulted on residents-only parking on the streets. Non-residents would be barred from parking in places such as Firmstone Road. Such measures have already been introduced across the city.
