A HEARING that could scupper the £165 million Silver Hill scheme in Winchester is today (THURS) going into a second day at the High Court in London.

City councillor Kim Gottlieb is taking action to seek a judicial review of the city council’s plans to develop the Silver Hill area.

Conservative councillor Gottlieb is challenging the council, which is run by his own party, over its decision to allow developer Henderson to propose changes to the development including dropping plans for a bus station and affordable homes.

He argued that the alterations amounted to a new contract and so should have been put out to tender. The city council disagrees.

The hearing is before Mrs Justice Lang who has said she will reserve judgement to a future date.
