FRESH plans have been lodged in a long-running bid to redevelop a corner shop in Andover.

An application has been submitted to Test Valley Borough Council (TVBC) to refurbish the Best One convenience store in Adelaide Road to provide four shops and four flats.

Proposals have previously been put forward in 2017 and in May and September this year, with the most recent plan withdrawn last month.

The new application states some of the existing building will be demolished, with alterations and extensions planned to allow for the new scheme.

A letter, on behalf of applicant Mr Singh, states: “The intent of the scheme is to provide modern self-contained flats and shops, to enhance the local social mix and the residential amenity whilst promoting the heritage environment of the town centre.”

The scheme had previously drawn criticism from Andover Town Council which objected to one application, stating: “It would harm the vitality and viability of the town centre by dispersing shops around its periphery.”

There was also a concern about “insufficient parking” for loading and unloading, but in the latest plan Mr Singh and his agent have set out to alleviate concerns, saying that there is adequate parking nearby for deliveries which occur “early in the morning and once a week”.

Private parking has not been included in the plan, with Mr Singh arguing that there is enough surplus parking in the town centre for potential residents to use.

Fears had also been raised that the northern elevation of the scheme would be “out of keeping with the area and the structure will be overbearing”.

But within the latest plan Mr Singh has said the look of the building has been changed to prevent any of the flats overlooking Adelaide Mews and proposed windows will match the existing ones in the current building.

It is unclear what the new units will be specifically used for.
